Two peasants from Zengalon, a small village of mudbrick houses and dust near the Iranian border, pose in the tall grass of a former water basin contained by a centuries-old dam destroyed by the Soviets. The U.S. military from nearby Camp Stone agreed to rebuild the dam for the village with CERP (Commander's Emergency Response Program) Funds as a way to build good relations with the local populace.
